- Anomalies: high failure, long timeouts, suspicious patterns

Phase 3
Strategy & automation (careful)
Automation only happens with clear explanations, reversibility, and least-privilege by default.
- Budget and risk controls: start small, scale gradually
- Acceptance automation: scripts and rule templates
- Stronger verifiability: traceable evidence trails
